Period Poverty is the lack of access to feminine hygiene or period products.
This is a real issue in the USA, not just elsewhere. Two approaches are being used by the states to address the gaps. The first is to ensure that period products are exempt from sales tax, similar to other necessitities like groceries, and the second is to make period products available to high school students free of charge at school.
Oregon State and Washington State successfully passed laws to ensure access to Period products, and can be used as model legislation.

Oregon is working on implementation and has a toolkit for how schools can meet the requirements. https://www.oregon.gov/ode/students-and-family/healthsafety/Documents/ODE%20Menstrual%20Dignity%20For%20Students%20Toolkit.pdf
